If a user is a member of at least one team that has descendants in the hierarchy, that user can publish to those descendants without being a member of all teams they want to publish to.The owner of a team is also granted publishing permissions.

Permission to publish depends on whether a user is a member of any teams in the hierarchy plus the relationship of that team or set of teams to other teams in the hierarchy.
